But I'm confused, are you faulting or championing "socialist societies" for not "meting out" community service as a punishment (retribution for damages done)? Cause if one reads your sentence logically, you are saying that the condemnation and murdering of whole groups by "socialist" societies (does the Christian Church count?) is a result of their failure to "mete out" community service as a punishment.
