As I understand it, the reason for the 2nd was precisely to bear arms against tyrannical government armies, and only that ... which always seemed like a reasonable safeguard to enshrine in a constitution.
I could never see this as justification for everyone being armed "just in case" ... more of a last resort ... like when you thought your (armed) government had become tyrannical and undemocratic. I could be wrong.
