I am focussing, just not on blackwater.
On the governance point, I'm just trying to find a starting point with
you. You sound like you have no specific point where you want to
change / improve the existing system(s) ... when we find one, I'll
talk about it with you .... (I'm not hurrying you, nor you me.)

I have my own points but I can start my own thread(s) for those.
