The problems inherent in tying "subject" to "agency" diminish or at
least are more apparent under a value based system. Although is
sounds weird where value exists so does agency to some tiny degree.

Yes. In fact, I think the very idea of the human as the lone "agenic
subject" in a cold, mechanistic "objective" cosmos is what the MOQ
proposes to overcome. By introducing value (and hence agency) all the
way down to quarks, Pirsig offers a cosmos vibrant and alive, one in
which man's agency has evolved along some manner of continuum that
stretches from her/him all the way down to the fabric of the most
rudimentary and early patterns. The MOQ levels can easily be seen as
broad levels of agency.
