I assume by "superior" you mean greater moral value, more Dynamic, better at persisting against adverse forces. What do you mean by "authoritarian"? To me, that word means somebody is mandating adherence to static values by enforcing compliance with some set of static codes. Absolute freedom would be the absence of said enforcement. So we have two cultures: both have static codes but one has more, or enforces more, and therefore is more authoritarian than the other. Whether those codes are based on static social values or static intellectual values is determined, by definition I believe, by which values are more Dynamic. Let's just hold them constant for the time being. So both cultures have identical codes, but differing levels of enforcement. Now we have isolated the variable from the controls so we can answer the question. The authoritarian culture will be superior to the free culture to the degree that the static values being enforced are similar to appropriate Dynamic values in the circumstances confronted by the culture. The free culture will be superior to the authoritarian culture to the degree that the static values not being enforced are dissimilar to appropriate Dynamic values. The faster the circumstances diverge from the circumstances in which values were set in stone, the faster any static values will diverge from Dynamic Quality, and the less value there is in enforcing the static values.
