Quality equals reality. Are you looking for the source of Quality then? It 
sounds as thus, and you appear not to be the only one on this discuss at 
present (what with 'designer', 'intelligent design' and similar such baloney as 
'underlying' the 'perceived' 'order').

Once you have invented such 'source', the question starts again; what is the 
source of the source (etc etc)? And what you'll end up with is yourself. Have 
you ever considered that perhaps there is no such thing as 'complete' ontology?
