Hi Tuukka, I am not sure what you mean by an identity building tool. Politics is all about building an identity.
In terms of Chicago, what I meant was that a "machine" is in place (maybe less so that before) which delivers election results which are not representative. Some say that it was this machine which gave JF Kennedy his presidency. Chicago is notorious for the strong hand of a few, and the tampering of elections.
