But doesn't this axiom "there will always be suffering" lend itself very 
easily to ignoring the suffering? It's an axiom that is used all too often by 
people who don't feel like being bothered with the suffering of strangers. 
It's an axiom that inspires many to take no action at all; an axiom that 
suggests taking action is pointless. Would you agree?

As you say, there will always be suffering and happiness. But too many people 
conveniently use that axiom to focus on their own happiness rather than 
another's suffering. "There will always be suffering in this world." True, 
and there will always be people who use that truth as an excuse to do nothing 
about it.
