Like we imposed democracy on German and Japan after WW II, for which the
Germans and the Japanese were (and are) grateful. It is moral for the 
intellectual level to check the totalitarian tendencies of the social
level without weakening the social level's defense against the values
of the biological level. Taxes are "imposed" in the sense that it takes
a policeman with a gun to enforce them.
