One solution is to privatize. Where areas are public, the public has control. But areas that are private are under the control of their owners. One problem with the question of nudity: those opposed to public nudity, say that it is against community standards, while those in favor of allowing public nudity, say that community standards are what they are only because public nudity has been banned.
