ImageJ/Fiji can import image stacks and reslice them (and do a wide variety of other manipulations, measurements, and processing). https://fiji.sc/ 3DSlicer can also do slicing, segmenting, and meshing, as well as a variety of measurements. https://www.slicer.org/
I believe both will import TIFF or BMP, and ImageJ is great for batch conversions from one image format to another.
