Page, Our district and state say level 2 by January and level 3 by May. I also teach K and have found that about half my class is at goal, several are still at level 2 and a couple in the A, 1 range. I think it's hard because some children are not developmentally ready to learn to read yet and others are so young still. Hope this helps. Kelly AB/CT
