Though I don't know of any programs.... I think that philosophy is out  
there.... Frank Serafini,  at one of his workshops, railed on about how the  
pendulum has swung too far over to strategies of comprehension as if that  is 
the 
reading workshop.... He told anecdotes that showed how this way  of thinking is 
insulting to authors as well as to readers. He talked about how  some 
districts are changing their report cards to demonstrate  kids'  proficiency in 
using 
strategies  as the main tool of evaluation. He warned  that this "magnified 
lens" has narrowed teachers' sights about reading/writing  in general. Sort of 
a 
connection to Lori's post a bit back....when she noted  that novice teachers 
are doing more strategy work and less guided reading.  ..

someone on this list serve saying that the principal and  curriculum director
came by and  loaded up all the trade books so they  didn't "confuse" the K,
