I could not agree more about the use of comprehensive reading assessment tools. Having been a Reading Recovery teacher, I find listening to a student read and watching them write gives me tons of information. However, this year my district has made a few changes due to being in school improvement. Whether I agree or not, I have to do what the district states. At one point we were going to look into the DRA 2. However, they decided that with Aimsweb, it may be too much for all the teachers to do until they get comfortable with Aimsweb. I'm assuming it is because it is a data management system and right there in front of them to help place students into the 3 tiers for RTI. I also think that maybe all 4 of our elementary schools were doing things so differently that it provides a common ground for continuity. You may contact me offline for more info.
