We use the DRA in my district from K - 4 along with some use of AIMSWEB for 
at-risk readers.  AIMSWEB alone is not a great tool for measuring reading, as 
it only takes a word count from a less-than-authentic reading task, but DRA is 
a very useful tool.

past level K, than you should be checking their silent reading
comprehension. I like the Qualitative Reading Inventory.  Also, fluency
can be targeted once kids can read 40 to 50 words per minute.
