Last year we used both CARS and Star at our JR HI.  This year we are just using 
the Star with all students and the CARS with the special education students.

This is the problem I face as well.   I am a reading specialist in a middle
school. We are implementing RTI, but are having trouble coming up with
assessments that can be used on an ongoing basis.
