Make sure they have access to reading materials that interests them, and ask them every now and then... "What are you reading about?" and "Can you tell me more?" and "It says here <read from the book>.... Why do you think this character is doing this?" etc. You might need to refine your questions in ways that support students' giving answers, but the comprehension will come more easily if they have chances to talk about their books. Not write. Not answer questions. Not do a book report. Just talk. OR.... maybe draw a picture of something that happened in the story, THEN talk!

They are "word callers" and are not reading on or above grade level if they
can't comprehend! Drop the reading level until they can comprehend.

A free site if you sign up  a user account.  There's lesson plans
for concepts
of comprehension, reading passages with questions, and recommended read
aloud
book titles and suggested teaching points.
Also, Linda Hoyt's Read Aloud book is great. (not sure what the actual
title
is.)
