Hi Alex,

re: maxscope, making the default 3 had seemed like a sensible idea at the time 
because that's currently the most general class of grammar that Moses can 
efficiently decode with, but I can see how it came as a surprise.  Sorry about 
that.

Unless anyone objects, I'll change the default for extract-rules (the 
hierarchical rule extractor) because of the potentially-surprising way that it 
trumps other user settings, but will probably leave it as it is for 
extract-ghkm.
