If you want to have Mosh 1.3.0 in the next Debian Stable release (expected in Summer this year), Mosh 1.3.0 needs to be uploaded to Debian Unstable latest on 24th of January, preferably earlier to have time to add fixes for bugs found due to uploading it. Background for the date: Debian's Freeze for the next stable release is on 5th of February. But what gets frozen is Debian Testing and not Unstable. Given the already enforced migration time of 10 days from Debian Unstable to Debian Testing, packages need to be uploaded at latest 10 days before the 5th of February, i.e. 24th of January. Anything uploaded after 24th of January will need a freeze exception granted from the release team and their requirements are usually quite tight.
