The Surf Scoter may have been leaving Lake Waconia early this morning.  I saw 
her flying and gaining altitude.   She was heading west so she may have circled 
back and landed.   The only other time I saw it fly the past few days, it flew 
just above the water.   There was a  decline in the number of waterfowl on Lake 
Waconia from past days.   I only saw 2 Common Loons(probably more around, since 
others have seen more  when I only see a few).  1 of the loons was leaving the 
lake this morning.   There were far fewer gulls on the lake as well with 
different behavior than past mornings.    All gulls were off the lake before 
dawn.    As it got lighter, the only gulls around(Ring-billed and Bonaparte's) 
were flying.   Otherwise, 5 rural lakes had little to no waterfowl on them
