This is an oversight of our binary distribution packaging process. I didn't realize that there are people who want to use libcrmf.a/crmf.lib.
I would love not to be one of them :-) It seems they are some older version of NSS where some symbols used by crmf were not exported and only a static build would link. Maybe that's why it was not included inside the binary distribution.
