You should read the page describing their policy which is easily accessible. The price is really high, but it's not paid to Microsoft but to an independant auditing cabinet.


The difference with Mozilla might be that if the cabinet validates CA that emits certificat of poor technical quality, Microsoft probably can talk with the cabinet so that they enhance their criteria.
