Considering the above-mentioned document, I don't like moving pages 
around at least not without proper redirects. A good 404 page isn't good 
enough.

Most documents could stay at their current locations (both URL and CVS 
tree) if we made good enough directory/index pages for each category 
with links to the documents (where ever they are in the file system).
