I've been analyzing the presentational standards-incompliant documents 
at www.mozilla.org and writing a Perl program for fixing various 
presentationalisms.

One of the non-markup issues that I noticed is the use of ", ``, '' and 
' instead of the proper Unicode quotes. Does anyone object replacing the 
quotes with Unicode quotes encoded as (decimal) numeric references?

They look better on Mac and on Windows and work in at least in the 
following browsers
* Mozilla (all platforms)
* Netscape 4.5 or later (all platforms)
* IE 5 for Mac
* IE 5 for Windows
* OmniWeb 4
* Lynx
* iCab

They are known to not work in the beta versions of Opera 5 on Mac, but I 
think it is pretty safe to assume that omission is fixed by the final 
release.
