I take that back. In Opera on Mac, they work as in Unix browsers
(degrade to ASCII surrogates " and ').
So the list of browsers where decimal referenced Unicode quotes are
OK[1] are
* Mozilla (all platforms)
* Netscape 4.5 or later (all platforms)
* IE 5 for Mac
* IE 5 for Windows
* OmniWeb 4
* Lynx (all platforms)
* iCab
* Opera (at least on Mac)
[1] Either display as smart quotes or degrade to ASCII surrogates
