I don't like this for several reasons :-)
1) It implies that you can download distributions from here
2) There is redundancy betwen the /download_directory and releases/,
whatever you happen to call the download directory.
3) I think it's more confusing (given your comments below)
Folders are for the grouping of related documents. I assert that a list
of Mozilla's last few milestone releases and a list of the ones before
that (or a complete list) are related documents, and should be in the
same folder.
On a related point, we should almost certainly be doing each release as
a separate fragment and compiling them using <dtml-var
name_of_fragment>, for ease of maintenance. This means all the fragments
would be in the same folder, and it makes sense that any and all
aggregates of them would live there too.
Please see http://moz.zope.org/releases/mozilla/ for a quickly-hacked up
example of what I mean. Warning: it looks ugly because I have spent 0
time prettifying it, but it shows the idea.
This gives rise to another Zope question:
Is it possible to use <dtml_var foo/bar> to refer to object bar in
sub-folder foo? It didn't work for me, but perhaps I'm missing some
syntactic thing.

Why do we need this page at all? People do not come to mozilla.org and
say "so, what do you have to download? A bug tracking system? No, not
interested in that. What else is there? A web browser! I'll give that a
try."
