Where do you plan to link to distributions from?

No there isn't. The download directory index page is a list of
all of mozilla.org's software - 

  Mozilla
  Bugzilla
  Bonsai
  Transformiix
  etc.

The releases index page is a list of all the releases for a
given piece of software. (It's under that software's directory.)

  Mozilla Releases
    0.6
    0.7
    0.8
    0.9
    0.9.1
    0.9.2
    0.9.3
    0.9.4

They are in the same folder. Compare:

You must stop thinking in terms of "page" and "directory with index".
They are different only in implementation.

Do whatever you want with the fragments. They're implementation
issues and have nothing to do with how mozilla.org is presented.

I want to use Bugzilla for my software development project. I
come to mozilla.org--now what? There's no list of what software
I can download, so I go run a search. Search gives me 250+
results, with Report A Bug at the top. So I go to that page,
scan it all the way to the bottom and find a link to the page
describing Bugzilla--components, summaries, and whatnot. I scan
this and find a link to the Bugzilla project page. Well, here I
am, but that certainly was a circuitous route.

Unfortunately, I forget to bookmark the page, and two weeks later,
I have to go through the whole thing again.

Good point. No, I'd rather not.
But /software works ok. And /products isn't too bad--it's still a
product of mozilla.org's work. ;)
