You think I have all the answers? ;-) I just think the download 
directory is not the right place.

I understand your scheme. My point is that such an index isn't 
necessary, for reasons I must have outlined in a message that hasn't 
appeared here. Briefly to recap: someone doesn't turn up at mozilla.org 
(as they might at, say, Freshmeat) and say "Hmm. What shall I download 
today? What have they got. Here's a list. A bug tracking system? Nope, 
don't need one of those. A web browser thing? That might be fun. I'll 
try that."

My assertion is that there's no need for this to be so long.

http://mozilla.org/software/mozilla/0.9.3/ would be fine. (Which is what 
we have at the moment, if you s/software/releases/.)

You should be at the Bugzilla project page. How you get there is a 
navigational issue.
