Pretty much. I basically go out and look at all the options out there, pick which one I think is the best and recommend it. DocBook is definitely superior to HTML for semantically marking up help files and generating stuff off of it and my argument is from a theoretical perspective. If you are sure it simply doesn't work and have experience working with it,(you mentioned Bugzilla documentation...) then that of course supersedes all the theory in the world.
