Everyone knows HTML, it can be rendered simply by almost all browsers, 
has tags for all the things we need, can be directly placed on a 
website, and as long as we get the semantics right, can be transformed 
into other formats as well.

Question 2:
Why does there only have to be one true format? A guide like the 
Bugzilla Guide gains from being in DocBook, even if it is a pain. A 
one-page tutorial would not.
