You're obviously not looking hard enough, the GRE is on the ftp
server. For the GRE that was released with Mozilla v1.4:
ftp://ftp.mozilla.org/pub/mozilla.org/mozilla/releases/mozilla1.4/windows-xpi/gre-win32-installer.zip

To use the ActiveX control you need a copy of the GRE, either from
installing Mozilla or one of the GRE packages, and (since Mozilla
v1.4) the support files required for the control. You can get the
support files (mostly chrome) from Adam Lock's site:
http://www.iol.ie/~locka/mozilla/mozilla.htm

If you are creating an app with the control you should not expect your
end users to download anything from mozilla.org. You should have done
this for them.  Your installer should install your app, the GRE and
any support files required. Just as it would if you were embedding any
other peice of ready made technology, like Borland's BDE for instance.

Bugzilla Bug 190181 deals with adding the support files to the GRE
package. Please vote for this bug to make the process simpler.
