Because that's for people that want to be involved. This is for people
that are user's in the more normal sense but who need guiding on how best
to get help. They may or may not want to get involved at some point but
right now they are lost.
The get-involved document is pretty frightening for someone that just wants
to find out why it doesn't work or where they might find out and doesn't
address them at all. But then it wasn't intended to.

To a degree I see it as a document to be modified by distributors as they
need. Not so much a wheel as a tyre, you can have lots of different tyre
patterns.
