That is because you have got the URL wrong. The correct URL,
as given by Richard Smith, is
| snews://secnews.netscape.com/netscape.netscape6.windows
Please note the "snews://" not "news://".
I can confirm that the newsgroup exists (if you use "snews:").

I don't know whether Xnews supports "snews:", or only "news:".
Which ever way, you will need to use a newsreader that supports snews
(and not all newsreaders do).
If you are adding snews://secnews.netscape.com/ to Netscape
Messenger 4.7x, from the dialog at
Edit | Preferences | Mail & Newsgroups | Newsgroup Servers | Add
then to select "snews:" rather than "news:" you must check
the box
[x] Supports encrypted connections (SSL)
The default port for "news:" is 119, and for "snews:" is 563.
