Couldn't both options be available?

When you do a Save As...

why not an option for "Offline Viewing"?  That would then take everything 
in cache, change the image URLs to local, but keep the anchor tags the 
same.

That can be expanded by offering the choice of levels.  When you save this 
page, how many levels do you want to save?  Then it would also load any 
linked pages to a certain level and save those, modifying the anchor tags 
as well.

Of course, I know this solution is riddled with potential problems, but if 
I can save a way of going into composer, I'd love it.
