You did not misunderstand. The intention was not to provide empty groups, but
rather groups that are not needed for communication among developers.

That's the point, sure. I have updated the proposed FAQ: it now includes the
section
from http://www.mozilla.org/community.html about bug reporting.

I don't think so. Since this is clearly stated in the FAQ, I don't believe there
will be many complaints. And if there are, we tell them to read the FAQ.

Kind-hearted people will respond to bug reports on the newsgroup with a simple
"Please file this as a bug in Bugzilla", like they already do now in some cases
where bugs are reported to .general, .qa.general, and other groups. People who,
after reading the note about bug reporting in newsgroups, still hesitate to file
a bug and want to ask on a newsgroup instead, those people will choose the
.bugs.* newsgroup for their posts, so you have a centralized dispatch mechanism
for these kind of things.

Yes, an empty newsgroup would not help the case. By allowing only posts from
people who have read the FAQ, we make these groups high-quality low-traffic
groups (in theory, at least), and I hope that many #mozillazine regulars and
Bugzilla (volunteer) QAs will read these groups.
I think we could use these groups to announce "new high visibility bugs of the
week" or other important bugs-related events Bugzilla jockeys should know about.
m.quality could serve for general QA discussion that is not related to specific
bugs. Bug maybe I'm just dreaming...
