In order to be most efficiently portable across platforms, Mozilla
provides its own GUI toolkit, rather than using the toolkit provided by
the OS or windowing system. Thus, it renders its own textboxes. These
textboxes happen to have a larger top and bottom internal margin than the
Windows toolkit, making them taller.
Another difference you might want to take into account between the
browsers is the way that they adjust text-sizes. The layout of your site
is changed far more by someone with a visual impairment selecting
View->Text Size->120%.
