This is bug 49844 (context menus display on button up instead of down)

Please Please Please go vote for it. It's been marked WONTFIX and the
people in charge are vehemently against it, because they're using
buit-in windows code or something. If the newsgroups show a groundswell
of support, perhaps this can be changed.
