The reason for splitting off for branded versions is to stabilize the
code base while putting in the "value added." Obviously Netscape can
"dip at the well" if an important fix comes in Mozilla. So can anyone
else supplying a branded version. Conversly, any improvements to the MPL
code on a branch are checked in to Mozilla if appropriate. Note that
between Netscape release branches, a lot of the Netscape team is working
on Mozilla. That is, the Netscape team and the Mozilla team have a lot
of members in common.
