When I participated in this bug discussion some time ago, I thought the
consensus was that the "right" thing to do would be to remove that menu entry
from the browser and only allow theme switching only from preferences. This
makes more sense to me.
I'm not sure that constantly switching themes is something most people want to
do. I usually look through them, try each one, and then settle on one.
