We have to think of this preference as regards the majority of users of
which the average everyday browser jockey is by far the leader of the pack.
Users migrate to a new/different application for various reasons. Close
to the top of the list is "ease of navigation" and "changing prefs on
the fly". Makes no difference to _me_ where they locate the menu item.
If it's "there" I use it, if not I click on it somewhere else.
