What do you base this opinoion on. I am one of maybe 2 or 3 "browser
jokeys" in my office of 30 people. All the others don't even really know
what the difference between an OS and an application is (environmental
engineers) and could care less to look in the preferences.�Most of them
do however have a cool background in windows. So, my theory is that if
they had a direct access to Themes, they would use it. If Themes are
buried in the pref, they will not use them.

"on the fly" can best be achieved if accessible from the VIEW menu.

YOU (and I) are definetely not "typical" users (we may be the most
knowledgeable and the coolest). We must accept this fact and not get
lulled into programming as if we are the target group.
