Is that a definition of 'finished software' ?? If 'x' number
of people download a package, 'x' number post comments
regarding it, and the press says 'good things' about it makes
it a piece of 'finished software' ??

Does AOL/Netscape consider it finished software ?? That's all
that matters... If the developer says it is, then it is.
