What do you mean by "full"?

If by "full" you mean "a layman would say that it passed all the tests in
the relevant official test suite" then yes, IE6 has "full" CSS1 support
and DOM1 support. (There is no DOM1 test suite.)

If by "full" you mean "has no known bugs" then no, IE does not have "full"
support.
