I think start-up time gets added weight because of IE's OS integration, 
which makes it start-up faster than most any other app.

I prefer a minimal start-up time for my web browser, b/c I don't usually 
start it up wiht the intention of just seeing what's up, but b/c I need 
to check something out right then.
