For three reasons:
1.  Everybody hates to wait.  Everybody.
2.  Mozilla, like all software, is imperfect, and therefore will need to
be restarted on occaison.  Each time taking too long.
3.  Long startup times almost always translate directly into system
resource hoggage, and certainly do in this case.

The trouble is that it doesn't do the latter.
