Yes they did and with other projects of government sanctioned 'Peoples' art
which was used to celebrate the  values of work and patriotism and family.

The use of it in Mozilla or other places can be considered a
deliberate association to communist or socialist ideals.
Overtones or allusions.
Art is not created in a vacuum and symbols do carry messages.
