I'd prefer to have everything in the document root, but for somewhat
historical reasons, our network is set up differently (the
documentation is kept with the corresponding programs, which are
distributed in the LAN via NFS.)

Changing the Apache configuration is beyond my access privileges, but
maybe I can persuade our administrator to give it a try (though he'll
probably tell me to just use Navigator 4.75 like everyone else...)
