Yeah - this makes sense. I use the option to start a new window with a 
blank page loaded, so when I hit Ctrl+N, I want focus in the address 
field so I can type where I'm going.

However if I used a portal as my start up page, then I would expect 
focus to be on the content when I hit Ctrl+N as otherwise page-down 
wouldn't work as I expect.
