Well. In the Windows world maybe.

A file's name info is just meta-data for particular data block(s).
When you move a file across the same partition, the actual data blocks 
don't move. Just the meta-data record "moves" from one "directory" to 
another.

(I know that Windows is one exception. It won't let you move a file 
while it's opened. )

For example, on a Linux box. Take some kind log file that is being 
written to and rename it. tail the new file and the data will be written 
to the new file.

Or ... start downloading from an HTTP server and while you're 
downloading from it, delete the file on the server.
The download still continues.
The opened file handle is not associated with the file's meta-data.
