Yes. Netscape 6.5 or 7.0 will probably be a Mozilla 1.0-based product.

Netscape founded Mozilla.org, but Mozilla is now a product on which
other browsers - like Netscape, Skipstone, Galeon, and others - are based.

Netscape has some extra features, true, but Mozilla is a lot more
advanced. The most recent Netscape release is based on Mozilla 0.9.4.1.
Mozilla 0.9.8 is nearly finished already though.

Mozilla milestones are usually released in a five-week-cycle. See the
Roadmap page.
Mozilla is not an end-user browser, but more of a development platform.
Thus, it's released quite regularly.

APIs - on which Themes are based - have yet to receive a feature
freeze (which will happen along with Themes need to be updated to work
with newer Mozilla releases as the XULMozilla 1.0).
